New Haven Rail Yard East End Connector
The New Haven Rail Yard (NHRY) East End Connector (EEC) is intended to be the first phase of the more extensive East End Yard project with the purpose of creating the east track connection between the existing Track 38 Ladder and the east end of the three new tracks from the Component Change Out Shop (CCO), Tracks 94E, 95E, and 96E. The project is being constructed to allow double ended access to the CCO and to fully utilize the facility and service multiple rail cars simultaneously.

Completed Tasks

Garg Consulting Services, Inc. is providing Construction Engineering and Inspection Services for this project. Project elements include:

- Installation of 1,700 LF of new track placement, 1,100 LF of existing track realignment, and the removal of 2,400 LF of abandoned rail.
- Installation of 10,500 LF of catenary systems, 5,800 LF of aerial ground wire systems, and the removal of 11,950 LF of existing catenary systems, cables, and aerial cables.
- All survey, construction staking, and layout work necessary for the accurate installation of 4,560 LF of catenary and guy foundations across 87 locations, staking of non-access line, or other locations.
- Various civil and utility improvements to support this project and future NHRY projects.
- Engineering recommendations related to over 940 submittals, working drawings, RFIs, RFCs, DIs, and technical reviews of work to be performed by the Contractor.
- Reviewing and monitoring $12 Million of Metro-North Force Account invoices for consistency with field staff documentation of Metro-North activity.
- Investigating and coordinating resolutions to technical problems or design issues, reviewing and responding to delay claims, and facilitating resolutions with CTDOT, Metro-North, and the Contractor.
- Project control and follow-up with day-to-day interaction to ensure total compliance with all CTDOT requirements with emphasis on safety and coordination of work.
- Conferring with Metro-North Railroad to resolve construction conflicts and scheduling.
