District 2 Underground Storage Tank Removal
Garg was District 2’s consultant for the Construction Engineering and Inspection of the Underground Tank Replacement Program at various State Maintenance Facilities. Garg inspected tank removals and replacements at four Maintenance Facilities located in Mansfield, Franklin, Colchester, and Norwalk with a total of $2.3 million in construction costs.

The work included the replacement of the motor fuel and heating oil underground storage tanks with aboveground storage tanks that include new dispensers for unleaded gasoline and diesel fuel; replacement of the fuel oil underground storage tank with an aboveground storage tank, replacement of the fuel oil piping; connection of the motor fuel aboveground storage tanks and fuel oil aboveground storage tank to the existing tank monitoring system; environmental work associated with this facility included monitoring of soils and developing an environmental Health and Safety Plan (HASP).

Completed Tasks

- Aided in the organization of pre-construction submittals required for CDOT approval before the work can begin. Tracking submittals for the duration of the project. Verifying that post-construction submittals are delivered for contract closeout.
- Verifying that the Contractor remove the existing petroleum tanks and piping without an environmental release. Help to verify that the soils around the existing tanks and piping are environmentally sampled. Tracking demolished items for proper disposal. Monitoring the backfill placed into the tank graves for proper materials and compaction.
- Verifying that the new facility is installed to contract specifications including the requirements of the National Electric Code and National Fire Prevention Association Codes. Monitoring the placement of concrete tank pads and new driveways for vehicles utilizing the new fuel facility. Ensuring that all system components are properly sealed and painted, pavement is restored to new condition and station signage is properly installed. Verifying that all emergency systems are installed and properly functioning.
