Project Profile

The Connecticut Department of Transportation (CTDOT) constructed a new Maintenance Facility and Signs & Markings Facility in East Hartford, CT. The new Maintenance Facility included the construction of over 50,000 SF of bay areas, offices, and storage areas comprising three buildings within the 7+ acre site. The buildings consisted of steel frame construction with exterior steel siding and masonry and contained various architectural finishes and furnishings: a tank monitoring system, conveying systems, communication systems, and electronic safety systems, as well as fire suppression, mechanical, electrical, and HVAC systems. In addition, the project included the demolition of the existing combined DOT Maintenance and Signs & Marking Facility.

There also were site work improvements, which included new pavement, the installation of an oil-water separator, the construction of the facility structures and cold storage buildings, the demolition of the existing motor fuel island and installation of a new motor fuel island and tanks, as well as drainage, new utilities, metal beam rail, curbing, fencing, pavement markings, turf establishment, landscaping, and exterior site lighting.

Garg Consulting Services, Inc. (Garg) provided Construction Engineering and Inspection Services for this project. Project tasks included but were not limited to:

  • Oversight of all construction operations.
  • Engineering recommendations related to submittals, working drawings, and technical reviews of work contemplated by the construction contract.
  • Monitoring the quality of work by the inspection team.
  • Conferring regularly with CTDOT’s Project Engineer to resolve issues and plan future activities to ensure proper allocation of staffing and resources.
  • Coordinating daily with the Office Engineer and inspectors regarding work assignments and resolving issues.
  • Project control and follow-up with day-to-day interaction to ensure total compliance with all CTDOT requirements, with emphasis on safety and coordination of work.
  • Submission of Change Orders, Estimates, and Final Design Changes.
  • Ensuring all aspects of project document control comply with CTDOT requirements.
