Project Profile

The MTA Board had approved a $91.5 million design-build contract to implement state-of-the-art enhancements at six (6) Metro-North Railroad (MNR) stations, paving the way for future upgrades across the network. As part of this initiative, the MTA studied and revised its design guidelines for stations and facilities, introducing world-class standards that have set a new benchmark for station design. These updated guidelines shaped the modernization of White Plains, Harlem-125th Street, Crestwood, Port Chester, Riverdale, and Yonkers stations and will continue to influence Metro-North station designs for years to come.

The project encompassed a new design aesthetic, new signage, energy-efficient LED lighting, and benches with USB charging ports. Wayfinding dashboards and totems were introduced to improve information accessibility, along with enhancements to restrooms, Wi-Fi, and cellular connectivity. In line with the MTA’s commitment to safety, Metro-North upgraded station electrical and communications systems and added closed-circuit security cameras throughout interiors and exteriors.

Garg provided field inspection and office engineering services for work performed by separate design-build and force account teams at White Plains, Harlem-125th Street, and Riverdale Stations. Duties included managing documentation, reviewing and processing RFIs, preparing independent estimates for change orders, generating technical advisories, and coordinating with MNR to ensure all design and work complied with contract specifications. Garg also oversaw material testing and coordinated laboratory testing. Site-specific work included:

  • Reconstruction at White Plains Station included platform replacement and extension, new elevator installation, new ticket office, and customer retail spaces, as well as improved station entrances and new interior wall panels, floor tiles, ceiling tiles, and fixtures. The concrete sidewalk in front of the station was replaced. Upgrades were made to the taxi lane, including realignment and widening to accommodate two (2) lanes of traffic, and all asphalt was replaced.
  • Upgrades and improvements at Riverdale Station included the construction of a new customer entrance and bus stop. Garg oversaw the removal of the existing asphalt roadway at the station entrance and realignment of the traffic at the station. Upgrades included construction of a dedicated bus lane as well as a drop-off island with illuminated bollards and a raised pedestrian crossing for additional safety. Garg personnel provided oversight of the asphalt placement to ensure all work was completed as per the proper technical specifications, monitoring asphalt temperature, lift thickness, and roller compaction.
