Eugene Chuang, Ph.D., P.E.
President & CEO
Dr. Chuang brings more than 25 years of expertise to the field of engineering. He has led multiple civil and structural engineering projects, including railroad and transit initiatives across New York and New England. Dr. Chuang holds bachelor’s, master’s, and doctoral degrees in Civil Engineering from the Massachusetts Institute of Technology (MIT). His academic research and numerous technical publications have established him as an authority on advanced cementitious materials, structural analysis, and computer modeling techniques. As a registered Professional Engineer, he is licensed in Connecticut, Massachusetts, New York, New Jersey, Pennsylvania, Virginia, and Rhode Island.
Mark Neri
Regional Director
Mr. Neri, Regional Director, has over 35 years of experience in planning, engineering, and construction. He has accumulated considerable experience and knowledge in construction engineering for civil, rail, and transit programs and projects. He has collaborated with federal and state agencies as well as commuter and freight railroads on regional transportation initiatives and capital improvements. He has managed major programs for the replacement and renewal of rail and transit infrastructure. His other experience includes managing programs for structural and safety inspections of railroad structures.
William M. Slade, P.E.
Director of Infrastructure NY/NJ
Mr. Slade has over 30 years of experience as a Civil Engineer working in various capacities, specializing in transportation. In his roles, he has supervised staff and managers working throughout the northeast, including New York, New Jersey, Pennsylvania, Connecticut, Rhode Island, and Massachusetts. His roles included oversight of operations, quality control, management, risk mitigation, budgets, project management, and other responsibilities related to day-to-day operations of the company. He also provides vision to his teams based on capabilities, the fields of engineering services we deliver, and the contribution our organization can provide. This experience and expertise allow him to provide guidance and resources to address the engineering needs of clients.
Frank Morse, P.E.
Operations Manager / Resident Engineer
Mr. Morse, COO, has over 35 years of experience in construction management, project management, and civil engineering. He is responsible for Garg’s Construction Engineering and Inspections projects, including procurement, personnel placement, and overall management along with day-to-day operations in the home office. He also acts in the role of Resident Engineer completing projects in highway, bridge, water, sewer, and railroad with a focus on track and catenary. He is dedicated to client satisfaction, making sure projects are completed with open lines of communication between client, contractor, and Garg.
Peter Rowe, L.S.
Survey Manager
Mr. Rowe has over 40 years of experience in highway, property, and topographic surveys. His experience includes establishing ground control for aerial surveys (photogrammetry), highway location surveys, boundary surveys, fathometric surveys, and construction line and grade stakeouts. He is experienced in organizing survey plans for topographic and location surveys, identifying and mapping wetland areas, setting up and operating survey equipment, including total stations, data collectors, global positioning systems, and levels, and researching property records. He is also experienced in the use of AutoCAD for manipulation and plotting of field data.
Paul Goodwin, P.E.
Project Manager – Structural
Mr. Goodwin has over 25 years of broad experience in facility design, bridge design, bridge safety inspection, bridge evaluations, and load ratings. He has performed structural analysis and design for CTDOT highway structures, NYCT Subway and Bus facilities and structures, Metro North Railroad Facilities, and Long Island Railroad facilities. He has experience in all aspects of inspection of highway, rail, and overhead sign structures as well as facilities including train and subway stations, bus service facilities, and railroad Maintenance of Way facilities. His expertise includes planning, field inspection, and evaluation of structures, maintenance and rehabilitation recommendations, and load rating and strengthening of structures.
Christine L. Lewis, P.E.
Project Manager – Bridge and Structure Inspection
Mrs. Lewis has over 25 years of experience, which includes project management, scope and cost proposal development, bridge safety inspection and evaluation, and many areas of structural and geotechnical engineering. She is a registered Professional Engineer in the states of California, Connecticut, New Jersey, New York, and Rhode Island. She has performed bridge and structure inspections for CTDOT highway and railroad structures, DelDOT highway structures, Long Island Railroad facilities, Metro-North Railroad facilities, and NYCT Subway facilities and structures. Her experience includes managing bridge inspection programs, field inspection and evaluation of structures, performing loading ratings for railroad structures per CTDOT and AREMA requirements, and preparing maintenance and rehabilitation recommendations.
Ashish H. Patel, P.E., MSEE
Project Manager – Electrical
Mr. Patel has over 20 years of diverse experience in Electrical Engineering. He has accumulated considerable leadership and management skills from working for the Connecticut Department of Transportation (CTDOT) for 14 years. He has designed traction power systems, SCADA systems, Auto Transformers, and Overhead Contact Systems on the New Haven Main Line, developing specifications during the design phase, technical advice and guidance on railroad traction power substation operations, and guidance on constructibility, safety, and maintainability. He is a highly motivated self-starter with innovation and integrity and is exceptionally attentive to detail. He has excellent project management experience, including setting goals and objectives, project development, planning and organization, budget monitoring, and cost control for railroad projects.
R. Wayne Staley
Project Manager – Signal & Communications
Mr. Staley has over 40 years of experience as an electrical engineer working in the railroad communications and signal industry. He has accumulated considerable first-hand technical experience, leadership, and management skills working for Metro-North Railroad and its predecessors for 39 years. As Director of Communications and Signal, he was responsible for the engineering, design, project management, installation, and maintenance of all wayside signal systems, communication systems, and infrastructure utilized by Metro-North Railroad. As Executive Director, he was responsible for the Metro-North Railroad Positive Train Control (PTC) program development and deployment and was responsible for the leadership of one of the largest communications and signal commuter rail wayside operations in the United States. Since joining Garg in 2016, Mr. Staley has continued to provide leadership and technical support for various wayside signal and communications projects.
