The Connecticut Department of Transportation (CTDOT) sought the services of a consultant engineering firm to provide the design needed to bring the Stamford Maintenance of Equipment (MOE) and Car Wash Facility into a State of Good Repair. Under State Project No. 0301-0509, improvements were made to the MOE facility, Car Wash facility, Lower Storage Yard, Hill Yard, and Upper Storage Yard.
Located on the Metro-North Railroad (MNR) New Haven Main Line, the MOE facility opened in 1997 as part of the Stamford Shop and Yard Complex. While it had undergone regular repairs and system upgrades since its opening, CTDOT determined that it was time for improvements to the building and upgrades to the operating systems to allow for more efficient use of the facility and to meet Americans with Disabilities Act Accessibility Guidelines (ADAAG) requirements and building codes. The improvements included roof replacement; Heating, Ventilation, and Air Conditioning (HVAC) replacement; upgrades to the bathrooms, lockers, lunchrooms, offices, and support spaces; safety and code upgrades; an eastward extension of Track 44 to the shop perimeter wall with a new overhead door; new air compressors; a fall protection system on Track 44; upgraded facility security; IT upgrades; bug and stinger system upgrades; and electrical and boiler room improvements.
Built prior to the Stamford MOE facility, the Car Wash facility required roof and system upgrades necessary to maintain daily operations. The improvements included a new roof, updates to meet current building codes, and upgrades to some of the car washing equipment.
Garg Consulting Services, Inc. (Garg) provided Electrical Design services for this project. This included, but was not limited to:
- Providing an emergency standby generator; replacing the existing facility and parking lot lighting with new LED lighting along with new lighting control systems; providing emergency power from the MOE facility to the existing guard booth; supplying power to the new HVAC equipment; and adding new lightning protection for the roof.
- Installing a total of eighteen (18) new Level 2 electric vehicle charging stations in the MOE parking lot, with provisions made for an additional fourteen (14) stations for future installation.
- Installing a new standby power outlet adjacent to Track 45 and furnishing separate normal power from the new Normal Electrical Room.
- Installing a dry-type rectifier transformer in the parking lot, with a separate medium-voltage power distribution provided from the rectifier transformer via the new medium-voltage arc-resistant switchgear.
- For the Car Wash Facility, a manual transfer switch will be provided with a generator connection, the existing lighting will be replaced with new LED lighting, and new lightning protection for the roof.
- Providing new LED lights on catenary structures along the Track 7 and Track 9 pathway.
