Project Profile

The Metropolitan Transportation Authority’s (MTA) Construction & Development (C&D) project will provide Project Management Consultant services to oversee the design-build (DB) contract for the rehabilitation and replacement of the Park Avenue Viaduct. The Park Avenue Viaduct is an elevated steel structure that carries four Metro-North Railroad (MNR) tracks along Park Avenue between East 110th Street and the Harlem River Lift Bridge.

Phase 1 began in 2023 and will replace the viaduct from East 115th Street to East 123rd Street and is expected to be completed in 2026. Phase 2 began in 2024 and will replace the viaduct from East 127th Street to mid-block between East 131st Street and East 132nd Street, continuing through 2027.

Garg Consulting Services, Inc. (Garg) is providing Communications and Signal Engineering (C&S), railroad coordination, and construction inspection services. Tasks include, but are not limited to:

  • Developing technical requirements, standards, testing, and specifications for the communication and signal cable, cable trough, signal enclosures, and systems required to support the replacement of the viaduct structures.
  • Reviewing C&S designs for cable systems. Reviewing grounding and traction return designs. Coordinating Metro-North and Design-Builder (DB) activities to support the removal and relocation of the Communications and Signal system.
  • Coordinating design reviews and approvals directly with the MNR Signal, Communications, and Power departments.
  • Inspecting DB work to proper cable installation and testing procedures and cable type-specific specifications (signal cables, signal power cables, fiber optics, and copper communications cables)
  • Interfacing with the CCM for oversight tasks related to railroad operations, including coordinating railroad systems (track, power, C&S) and MNR track outage activities.
  • Providing field support and guidance for traction power and C&S activities.
  • Providing senior supervision coverage during bridge replacement outages and coordinating with MTA C&D and DB teams to propose resolutions to design issues.
  • Providing assistant resident engineer services.
