Project Profile
The Port Authority of New York and New Jersey (PANYNJ) issued 3-year work order contracts to repair and reconstruct damaged and/or outdated utilities, roadways, piers, and other critical infrastructure. The goal of these projects was to maintain and improve the movement of people and products via air, land, rail, and sea.
As part of a PANYNJ Construction Management and Inspection Services On-Call Agreement, Garg Consulting Services has been involved in nine (9) work order contracts, including:
- Battery Park Ferry Terminal (1),
- Brooklyn Army Marine Terminal (1),
- Brooklyn Red Hook Terminal (5),
- Howland Hook Marine Terminal (2).
The scope of these work orders included water main repairs, building upgrades for tenants, gangway repairs, pile driving, pile & girder repairs, flexible and rigid paving, and full-depth railroad reconstruction. Seven (7) of the work order contracts were compensated on a time-and-materials basis, and the other two (2) were unit-price projects.
Garg Consulting Services, Inc. (Garg) provided Construction Inspection Services for this project. Project tasks include, but are not limited to:
- Providing onsite inspection of contractor’s activities to ensure compliance with plans, specifications, and PANYNJ standards.
- Preparing daily reports of construction activities with records of pay quantities.
- Evaluating contractors’ schedules for conflicts and feasibility.
- Creating budget estimates for time and materials projects with previous projects and research as the assumption basis.
- Reviewing contractors’ project records, as-builts, and requests for payment.
- Recommending engineering solutions related to submittals, RFIs, and unforeseen conditions.
